An Accredited Service Provider (ASP) is a provider accredited by the UAE Ministry of Finance to transmit e-invoices between businesses and report the required tax data to the FTA, within the Peppol-based DCTCE (Decentralised Continuous Transaction Control and Exchange) model.

What an ASP actually does

In the UAE's decentralised e-invoicing model, you do not send a compliant e-invoice by emailing a PDF. Your ASP sits in the middle of the network flow. At a high level it:

  • Receives your invoice data from your systems or portal
  • Converts and validates it into structured PINT AE XML (the UAE e-invoice format)
  • Transmits it to your customer's ASP over the Peppol network
  • Reports the required tax data to the FTA

Both the issuer and the recipient need ASP capability. Appointing an ASP is mandatory for compliant e-invoicing — you cannot send or receive valid e-invoices without one.

Why you can't do it yourself

Only structured XML in the PINT AE format, transmitted through an ASP, counts as a valid e-invoice. A PDF emailed to a customer does not, and neither does paper. ASP accreditation is governed by Ministerial Resolution No. 64 of 2025 — connection to the network runs through accredited providers, not ad-hoc email or DIY XML uploads outside that framework.

Who needs an ASP and by when

The ASP deadline comes before go-live — that is the date most businesses underestimate. The voluntary / pilot phase opened on 1 July 2026 and carries no penalties before your mandatory date, so onboarding early is low-risk.

How to choose an ASP

Do not rely on a vendor's marketing claim alone. Check the current official accredited ASP list published by the UAE Ministry of Finance. Then compare providers on:

  • Accreditation status on the official MoF list (not a screenshot from a sales deck)
  • Integration with the accounting or invoicing software you already use
  • Pricing model, including any per-document charges after onboarding
  • Local UAE support and language coverage
  • Realistic onboarding and testing timelines
  • Whether they handle both sending and receiving e-invoices

What onboarding involves

Exact steps vary by ASP, but most journeys look like this at a high level:

  1. Sign a commercial agreement with an accredited ASP
  2. Complete the technical connection between your systems and the ASP
  3. Test sending and receiving sample invoices
  4. Go live for production e-invoices before your deadline

What happens if you don't appoint one in time

Without an ASP, you cannot issue or receive compliant e-invoices when your wave is mandatory. Penalties up to AED 5,000 per month for certain violations (Cabinet Decision No. 106 of 2025). If you are behind schedule, appoint an accredited ASP immediately and document your remediation steps.
